I don't think that it's overly bloated; i think that it's incompetant.
I don't really have an issue with spending a metric assload of money on the government budget, providing it be spent on the right things. |

We can get rid of Dept Homeland Sec. they don't do shit! Talk about a bloated useless beauracracy. We put the Politburo to shame now in our bloatedness. I can think of several more too. If you are going to run it, you have to run it like a lean-mean business. That means trimming off some of the fat. |

That doesn't mean much, in that there's no sensible absolute measure of good size. The right size depends oni the job that needs to be done. |

We have had enough experience in governing now. We can pretty much gauge what workforce is required to run the Gov. The key is to keep that number as low as possible and still make it prepared for the tasks of governing. That would naturally increase with population growth. That does not mean that the increase in Departments is justified, only the number of actual employees. |

As times change, so do and will the challenged that civilization faces.
A single, constant set of departments won't work through time. The structure of the government will have to change as time goes on. |

Give me an example. What national emergency could possibly arise that could not be covered by one of the existing beauracracies already in place. |

After all, your complaint is that bureaucracies keep growing in size and number, and that's what has been happening up until this point. The relevent contrast would be if, at some time in the past, they stopped growing and increasing in number.
Moreover, "emergencies" are not the reason that we have bureaucracies. The government entities that we have are for continuous management of various goings-on in society.
As far as emergencies go, FEMA was pretty good until dubya neutered it. It was, and is, a good idea in principle. |

Of course limiting power limits corruption, because corruptible people, and those who would corrupt them, are drawn to power.
